Well, obviously there are cheats, which mean there are cheaters.
The only time I have defiantly seen a cheater was pre PB, I specked a
guy who could move 2x as fast, he used a mauser, he could get instant
headshots by simply hitting zoom, it would auto aim & fire very very
quickly… The guy was saying in the chat “I am not cheating, I’m
hacking the server, so this isn’t cheating” Which I though was a bit
odd, he was convincing himself that hacking the server in some way
meant he wasn’t cheating… I dunno…
Anyway my point is, that since PB was introduced (long time now) I’ve
not seen any player that I could defiantly say was cheating.
I believe PB does a pretty good, and us honest players should be
grateful for that 
IMO, people need to think before they shout “cheat” when they get owned
in game, its easier to think “oh he must be cheating” rather than
“dam he’s a good player” or “dam I need to practice more”
I personally “dig deep” when I meet a player with skills better than
mine… I change tactics, and try harder… its good to get owned once
in a while, it makes you reconsider you own playing techniques, and
usually will enable you to become a better player.
Getting a mind set like IRONMAN will only ruin the game for you,
and you might as well never play another on-line multi-player game again,
cos in your mind everyone who is better than you must be cheating.
If you are SURE you have spotted a cheat, make note of the players name,
the time he was playing, take screen shots if they will help
in showing the rational behind your assumptions, and contact
the server admin… if they agree, they can ban them (obviously there
is a problem in ET with banning :() or just leave the server.
Shouting cheat in-game is dumb, it will only cause agro, and ruin the
game for the other players… and I personally think it is very
un-sportsman like (much like actually cheating).
