I believe this subject was debated before (but I’m too lazy to find the thread). Removing the ability to file a complaint on mines is a bad idea for the reasons that other have cited. I believe that the number of people who file on mine-TKs is getting lower as players become familiar with the game.
The problem is the punk who deliberately steps on mines to file complaints. If you see this try to get another witness (or a few if you can) and vote to kick the punk.
Obviously, when laying mines you run the risk of TKing your teammates. Shortly after the ET-Test came out, I got the boot a couple of times for TKing with mines. It was frustrating, but it quickly abated. I haven’t been TK-kicked since.
One thing may be your placement of mines. You need to place them so that your people can elude them easily. Do not place them so your teammates HAVE to jump them to get passed. If you notice that the enemy seems to be eluding them too easily they have probably been spotted - move them or replace them! No amount of considerate mine placement can prevent a teammate from backing into one or stepping sideways onto one. Its going to happen.
If someone steps on your mines and complains, explain politely that they should not do that. Do not assign the blame to them or piss them off. Labeling them a stupid n00b will not endear you to them. They will continue to file complaints just because they think you are a jerk.
In sum, the system is not perfect, but its pretty good. Removing the ability to file on mine-TKs is not an improvement, its merely a change. Change for the sake of change is usually a bad idea.
