Confirmed! I have tried the same as mentioned and it is exact the same for me. Displaying the scoreboard or setting HUD Alpha to zero (only zero!) eliminates the stuttering!
But playing without HUD and therefore without crosshair isn’t an acceptable solution… So dear devs, please work on a solution for that issue. Now you know where you have to search… Somewhere in the HUD!

I have a temporary fix for you. It will disable the HUD, but keep your crosshair. Not the most ideal, but it’s better than lagging in my opinion.

Go to Computer > Your Drive > Users > Your Username > My Documents > My games > Unreal Engine 3 > ShooterGame > Config > ShooterUI.

Open ShooterUI with notepad, find the line NativeHUDResolution=(X="# “, Y=”# ")

Change that line to NativeHUDResolution=(X=0, Y=0)

Save and exit, you now have no HUD with a crosshair… which eliminates the lag. This is just a temporary fix. Playing the game without HUD is somewhat tough, though.
