No… Ask how I know… I’ve tried with 3 games so far… they do not offer refund unless it’s a pre-order…

I’ve had a refund for a game I purchased from Steam - it wasn’t a pre-order. They don’t like handing them out, but it’s definitely possible.

Never really trust VGChartz for more than a ballpark but I thought this an interesting comparison.
Homefront. Release approximately the same time. New Franchise. Not a massive marketing campaign, crappy reviews, pulls more peak players than Brink etc etc

Homefront had a HUGE marketing campaign. For about a month, there were ads on TV and the web non-stop. I even caught a few ads in the movie theaters here in the USA. They also had that balloon fiasco in CA.
Homefront, with its realistic atmosphere and vehicles, targeted the Battlefield pop, which is huge. Most of my Battlefield friends weren’t interested in Brink at all because of no tanks/helis and no 1-shot kills, but they ALL bought Homefront (and were very disappointed).
Darksider is right in general. And Goo is also right: Steam will make exceptions on a case by case basis.
I bet you probably have a note against your account name saying what refunds you’ve had though and if you push your luck they may just outright refuse you refunds from that point on.
Most places won’t refund you for “will not work” unless they’re feeling particularly nice because you should have checked the minimum specs before purchase. They will make exceptions because they can’t be 100% sure that there isn’t some sort of hardware conflict (when it comes to PC) and their reputation is often worth more than the game (and having to deal with a whiny, fussy customer sometimes). But as I say: push your luck and they’ll start waving user agreements and pointing at fine print.

The point is that there is often a call for a comparative title to Brink to gauge performance. Don’t have an established franchise, nor an established developer, nor a genre other than FPS etc etc etc. Homefront is such a game that meets most of those criteria and is quite a poor quality one at that. As such it may prove interesting to see how it performed and performs compared to Brink.
Unless of course we’re only meant to compare Brink to Brink and as such bury our heads in the sand.
On the Steam front I’ve read a few people suggest they also give refunds if the game hasn’t been played which makes some sense. Don’t want people buying games for a quick 30 minute demo then demanding a refund.
You can get a refund but it’s really limited, you can’t keep on receiving them.
I’ve played SD games for many many moons now, and when I try to get friends to play they get pissy cuz they just wanna kill stuff, and often are lost and angry within an hour.
Only 1.2% were able to complete the storyline on either hard mode or online. That’s stunning to me, considering I completed all achievs within half a week of getting the game, that was one of the first ones I did.
All of the ones that have to do with beating a campaign and stuff really shouldn’t be looked at as indicators of anything. I haven’t touched the storyline at all, yet I played 70 hours in the first 2 weeks. Most of us bought the game for MP and not SP.
The console version lagged to an unplayable level, so people traded in the game.
That’s how you give up before unlocking light body type.
It died so fast because it took SD over 2 months to release a cvar to change the spawn times to 30 seconds. I still haven’t seen a public server with this enabled.
Pretty sad that it sold so many copies and yet quakecon prizes lists include video cards and a signed brink copy for first place. So much for competitive pc support from id/beth/sd

A lot of people don’t bother to complete the storyline on hard. You can’t get the cheevo by playing the levels in freeplay and it’s just easier finding a game via freeplay because you can search for a server easier.
I’m not surpised that many people didn’t bother to get this (I played through on normal at first and only did everything on hard because I was missing 2 achievements) but I am surprised that the % is as low as 1.2%.
/shrug. Oddness.
