To me a multiplayer game that has on start up a low number of players is fail because, however good it might be as is, the number of players to play with is only decreasing with time, not otherwise. So basically it means that soon there will be noone to play with (even if I wanted to, though now I 'm not sure I want tbh).
The opposite (large numbers) is of course not a necessary condition for a game to not be a fail in my eyes.
Thus both latest CoD installments and brink looks as fail to me, though they are on totally different levels regarding everything.
