Kevlar is definitely an Engineer ability (taken from GTTV’s Episode):

There is a difference between passive and active abilities. Passives don’t need to be mapped to your d-pad. Universal passive abilities persist no matter what class you choose to play. Class specific passive abilities only give you bonuses if you are playing that particular class. (ie: nerves of steel ((engineer passive)) which lets you disarm HE bombs faster)
To use class active abilities, you have to be playing that particular class. When you are designing a particular class load out (before hand, not during a game), you have 3 mappable slots on your d-pad (or whatever the PC equivalent will be) that you place active abilities into. If you buy/have access to 4 active abilities for a particular class, you will only be able to use 3 in a given match. You can change your mapped abilities by either jumping out of the game, or waiting till the game ends and fiddling with your load out during the break.
SO:
Universal: You have access to all Universal abilities you buy no matter what class you pick
Soldier: You have access to 3 active abilities and all class specific passive abilities you buy
Engineer: You have access to 3 active abilities and all class specific passive abilities you buy
Medic: You have access to 3 active abilities and all class specific passive abilities you buy
Operative: You have access to 3 active abilities and all class specific passive abilities you buy

So downed fire has a delay before you can use it and lowers your remaining HP while downed making it easier to kill/gib you?
Na, incap health should be pretty high, afair one of the devs said it’s higher than normal health. Probably that has changed but look at W:ET and ET:QW where it also takes quite some shots to gib.
