Official wiki says Sparks is Russian. Inofficial says she’s Bulgarian. The official site changed Thunders profile not so long ago from “is Russian”, to “does speak Russian” for an unknown reason.
Apparently it’s not confirmed by devs.

However, wikies are nice and all that but somewhat inaccurate at times, I would rather go with the following quote from Nexon’s “Meet the mercs” site where your above quoted sentence also is most probably attempting to copy:

Slight change of wording makes a difference; not confirming if Sparks is Russian, but rather that she speaks and reads it. Huge difference, товарищ ^^

So I’d place my bets on somebody who knows accents of said language-group, joining the Bulgarian camp.
