Maybe because they take them out, balance them, and then re-release a more balanced and new version of the Merc?

Is it better to leave an overpowered Merc in the game, and many people play the OP Merc to stomp others, and then, maybe 1-2 months later, this Merc is balanced by a balance-patch?
Or would it be better to take a certain Merc out of the game, as soon as he is discovered to be overpowered, so noone can “spam” this Merc?

That’s not a good reason to remove the merc. Unless a merc is completely broken and needs to be reworked then hotfixes are the way to go. It doesn’t take weeks to tweak a value, that’s something that can be done in minutes, add some testing time and we’re talking a few hours.
So you think they can remove a bunch of mercs for months, tweak and release and you think they’ll just be balanced? Probably not, they’ll need to tweak more, should they remove them again? Nah, hotfixes bruv!
Doubt they were removed because they were OP, but it does make sense to add them one by one to focus balance each of them. However I don’t think they should charge extra for them. I don’t think they should do that until new content after launch.
