Take a Q3 rocket for example. A direct hit inflicts 100 points of damage. A hit nearby, however, can also damage you, depending on how far away you are from the point of damage. That’s supposedly the splash of shrapnal, fragments, debris, and concussive force 
You don’t have the choice to kill someone with the splash of a nade, since there is no direct damage.
In RTCW, there were two forms of grenade death. Grenade, and Grenade Splash. Panzerfaust also had Rocket and Rocket Splash.
