Excellent. If you have an acceptable use agreement for your forums, and they broke it, you can now report them to their ISPs for abuse.
Same goes for people who come back to your server after you ban them. It is unauthorized use of your system.

Well we try to run a friendly forum at Enemy-Territory.com so we just added a few of his favourite words to the PHPBB censor and he was capped in the knees. His vocabulary is limited.

It probably means letters of the alphabet. That is, “ABCDEFGHI” -> “123456789”. So 138 means “ACH”.
“18” is a common neo-Nazi code for the initials of Adolf Hitler. (I don’t know what a C in the middle would stand for)

Although I’m no Nazi, yet live in the Country where they came from… Pamper, 88 is a common Nazi code. -- Cuz it means that “Heil Hitler”-Bullshit. ><
