Unfortunately I think you need 3 more kits as it currently costs 48 weapon kits for a Cobalt (I think it was 45 at one point but I could be mistaken). Still very close to that obnoxiously unreasonable total required to do so. Kudos for your patience.

No idea but I checked it during the crafting event and it said 48 so it clearly changed at some point. I’d have to look through the change logs of prior patches to say when it happened precisely.
