What fragger comes down to is the m4 and a high health pool, to be effective with him takes a lot of fps skill (as he has no other ability to make him more powerful).
The amazing skill of simply spawning with better weapons, more HP and a free kill every 17 seconds. Fragger is a crutch for senile old ladies, this isn’t an arena shooter where there is actual skill in timing pickups and asserting map control to stack up on weapons and tankiness. Sure the grenade has been nerfed from free triple kill to free single or double kill, but as a whole the merc is still the most OP thing in the game and will remain so until he is a viable but not mandatory choice in a competitive environment. To relate this to Sparks, remember that her role is simply “second medic”, as in “the less relevant medic that is not Sawbonez”, a spot which both Phoenix and Aura regularly compete for. Fragger’s spot is permanently reserved.
Yes you get some of the best weapons and a higher health pool however that is all you get. You don’t get any kind of support/objective abilities whatsoever so it would be plain stupid not to give him a higher health pool with good weapons.
What makes a merc OP? It’s the fact they dominate the game in a way no other merc can in an equal skilled environment. Fragger doesn’t do this but sparks did. There’s a reason why sparks and redeye always got banned when a merc ban system was put in place and fragger didn’t. There’s a reason why most people in the comp scene found the nerf to fraggers nades unnecessary.
On every map there are many mercs who are equally as effective and important as fragger. If you couldn’t pick a selection of mercs you wanted before the game then sure, fraggers versatility could be considered OP but that isn’t the case in DB.

Pretty much this, by Dawn’s definition Sawbonez is also op, which is a joke to be honest.
