Wasn’t Spec Ops the name of the Walmart and Special Edition pre-order bonus? I think it came with the Sloane mask and Greeneye Scope.
What I can read is that now the Spec ops preorder pack is now available to anyone by DLC
When you pre-ordered and got one of the packs, it’s technically classed as DLC, and it shows on Steams DLC tab… I think this is where the OP’s confusion has come from.
In Steam properties of the game you can see what DLC YOU have (and every pre-order bonus is treated like DLC). If you want to see which are avaible to download, you have to go to “DLC” trough “Links” (see screen below). Brink don’t have that option yet.

Which is really a shame because the Greeneye scope does provide an advantage over the COGA scope.
except those scopes are entirely useless in this type of game. This game is all smg rushing. I don’t think SD really thought things out entirely.
Have you seen or used the Greeneye scope? It provides the magnification of the COGA with a full field of vision and a faster equip speed. It is ideal for a game like Brink as you can be aware or the movement around your character without having to give up the precision of a skilled shot. Just because you can only spray-and-pray does not discount the effectiveness of a Rockstedi or Barnett when used properly. The Greeneye truly is a game changer and it is quite unfair as a pre-order exclusive bonus.
EDIT: Personally I see no reason why they cannot add a Greeneye-like scope to the game similar to how they have both a Silencer in-game and a Suppressor as a pre-order bonus. The Greeneye is no more like the COGA than the D-Flex is like the YeoTek.

Does the Greeneye have the same slowed ADS look/turn speed that the COGA has? If so then it sounds like something I’d like to slap onto my Gerund.

I don’t recall seeing your username while playing Brink earlier, so I wouldn’t know who you are. 
Are you serious? The only map I swap to a weapon that doesn’t have a Greeneye/COGA equipped is the first Terminal objective. It seems every single map in the game has mid-range combat, and hell, sometimes even long-range. Security Tower for starters.
And besides, I have the Greeneye on my Bulpdaun for every single character I’ve created, and if a character uses a Galactic for a primary then I throw it on that too. Even in CQC I find the Greeneye useful… it’s hard to miss a target when their face fills your entire screen.
The description says something along the lines of (and don’t quote me on this) “like a COGA scope but more compact”. I haven’t noticed any difference in ADS/turn speed. I think it’s benefits are just that it’s about 2/3rds the size of the COGA but with the same level of zoom, so you don’t lose peripheral vision and the reticle circle is smaller and more precise, and that it has an equip speed (according to the in-game bars) penalty smaller than a RDS.

That makes me sad then. I wasn’t willing to buy Brink since it was a new IP, so I rented it through Gamefly first. I had no idea going in if it was going to be something I want to continue playing and hang onto (never touched any of SD’s previous games). Turns out that it is. So now I’m left disappointed due to my lack of Greeneye. 
Well I honestly wouldn’t be surprised if SD released all the pre-orders later as DLC, even if it wasn’t free. Some people say “no it’s an incentive to support the developer and it’s their fault for not pre-ordering”, but it certainly wouldn’t bother me, I got my early access to the gear so I’m happy.
There’s a fundamental problem with the argument about pre-order incentives though. It’s fine and dandy if it’s just new costume pieces or reskins of items. But when there are additional items that have an impact on gameplay in a multiplayer game like Brink, an imbalance is created. It may be a small one, but it’s there nonetheless.
I agree actually, I sure as hell never use a COGA anymore because the total loss of peripheral vision is way too disorientating. In a match of two players with the exact same weapons, one with a Greeneye vs. a COGA, the Greeneye user is inherently going to have an advantage because he’s less likely to lose his target and he has a more pin-point circle reticle.
I definitely think at least Spec Ops should be released because it’s not fair to keep an item like that for some but not all, and Psycho may as well be on top of that.
