server problam?

Well i got a cable connection and my friends adsl. all the time i or my friend that got 1.5mb adsl host a game in SOF2,CS and so and so.
and now when i try to host in this game its bringing him to 999 and we play only we and him… not my other friends… why???

i will write it more clearly.
when i try to host with my 1.5mb Cable modem for only 2 person(me and my friend) . my friend have 999 ping and i have in his server the same…
