I don’t think so… but if you rent a server then it isn’t very difficult since normally you get a control panel with one of the options being “restart server”
but you can restart a map with map_restart

Some rented servers may be restarted by issuing quit, causing the server scripts to restart the W:ET server.
However, use at your own risk! Some game server providers may handle things differently, as stealth6 said.
