It happens on both ET stock and etpro servers, and is the same bug as the one where you are sometimes unable to pick up health packs, objectives, etc.
On the client, cg_uinfo holds assorted flags (cg_autoreload, whether you want the stats dump part of cg_autoaction, cg_autoactivate, cg_predictitems), the value of cl_timenudge, and the value of cl_maxpackets, all to be communicated to the server. For whatever reason (the client sending bad/no info or the server losing it), these flags are occasionally lost on the server side, and things get wonky (you can’t pick things up, the crazy reload bug happens, etc.)
You can work around the problem when it occurs by turning one of the settings off and back on (e.g. cg_autoactivate 0;cg_autoactivate 1), which will cause the data in cg_uinfo to be sent to the server again.[/quote]

i would REALLY go for rains solution…
