r_rmse and r_picmip

what are the CAL and TWL restrictions on r_rmse and r_picmip/ r_picmip2 ? I have tweaked my game quite a bit and these are the 2 settings that could probably give me the largest FPS boost. considering I only average mid-low 20s in a 16 player game, I could use anything to help more.

r_rmse doesn’t do anything since 2.56.
r_picmip2 doesn’t exist in ET and did nothing in RtCW MP.
