It doesn’t exist in the QW cvar list but it resends you packets. That’s all it mean.
And try this if you haven’t done it. update PB manually.

[moderately(on bandwitch cost)]helps on very, very, very broken ISP’s uplink.

that thing is rediculously oversized, especially considering the content.
