private slots on a public server

I have a public server running which is always full and I would like to have 4 slots available for me and my friends to connect to. In my config I have sv_privateclients 2, sv_privatepassword password set but even if I set the password in the console I can’t seem to connect I just get the “Server is Full” error. I am kinda new at running a server so I am sure I have something set wrong but if someone experienced could help me out I would greatly appreciate it.

I think you have to set the maxplayers to include the private slots. If you run a 20 player public server with 4 additional private slots. Set the set the max players to 24, and private slots to 4.
