Like that website says, there is not supposed to be a ‘_’ between ‘vsay’ and ‘the sound you want to play’
Try /bind x “vsay ftattack”

every mod has its own etconfig.cfg, so if you are playing on an etpro server you have to edit the config inside the etpro subfolder for the binds to have an effect.
if that doesn’t resolve your problem you should probably start by telling us what you already did so far and what the results were

last time i played Et was 2 years ago lol. forgot most of the bind commands. but so far the ones ive tryed worked
