Locking/Unlocking teams how to disable ???

Does anyone know how you can disable Team locking (server side) so people will stop locking their team and leave the server afterwards.

set team_nocontrols “1”

Or, use the OSP ref command to enable public settings and don’t allow voting for comp/pub settings.
