Hey Locki, why dont the programmers fix the code then and release a update? seems like bugs to me. because shouldent the code be time based not frame based? Even if the rate is server side (if i understand that correctly)
I think ET is a great game BTW. Please help the community out and address these problems. Like you, many gamers and admins like to have the server set to sv_fps 30.
