W:ET was originally meant to be commercial, but there were some publishing problems and/or market research.

It was meant to be just an RtCW mod, IIRC, not a commercial game.

I think it started as an “expansion pack”, and it was definitely meant to be a commercial game:

Then it was declared that it was to become a stand-alone game (a prequel to RtCW):

For one thing, the game will now be a stand-alone expansion pack and will not require a copy of Return to Castle Wolfenstein.

And then:

Activision and id Software cancel the planned follow-up to Return to Castle Wolfenstein, but they will release the multiplayer component as a free download.
