Juan with a melee weapon is deadly if you can get him into melee range. However with his movement of 6 and with the reduction in duration of Cloak to two rounds most good opponents will manage to avoid him or kill him before he gets close enough. Ironically this pushes Juan more towards the sniper role because sniper rifles largely mitigate his only major disadvantage: speed.
