How to make a ETPro Server Configuration

How can i make an Server Configuration for ETPro 3.2.6 on 60b like eLemenT’PureFrag
has their own server configuration ? I had in my mind to add a kill text everytime someone
kills you it shows the killer name and his hp. Can u say me how can i do that ?
