if u can only host lan games it might be that u have - a firewall or u got in ur server.cfg file that u want the game to be lan only
also u gota choose what MODS u are gona use, maby use shrub, etpro or not run a mod, decide that
once u have found out them things ill tell you what happens next
it is likely that, if you have a connection to the internet, people will be able to join your server by typing in your IP address.
if you mean that people can’t see your game in the master server list this is because you have to register with the master server, i’m not sure how to do this so you’d have to ask someone else or google it.
AFAIK non-dedicated (listen) servers does not show in the server list period.
I have NTL bb, trying to host a devmap and run through with one of my ET pals, and I have the same problem. No router or anything. The IP of my localhost server seems to be different from the IP my PC has been assigned, and so my buddy can’t connect by IP. When he tries to connect through Xfire the same thing happens. Awaiting Connection 123456…

Each computer connected to internet has exactly 3 IPs: localhost (127.0.0.1 - points from UR COMPUTER to ur computer), LAN (most likely 192.168.x.x or 10.0.x.x - can be only used on LAN and cannot be used from internet) and outside IP (given by provider).
U can set ur LAN IP in system net settings, but not the outside IP and u cannot view the outside IP without help from outside. If u want to know ur outside IP, u’ll have to find some web page that will show it or get fixed IP from ur provider.
That is one possible setup, certainly not the only way things can be done.

You can use tracert to find this out. Depending on how your ISP does things, ipconfig /all might also tell you.

You should find out if your computers IP is routeable or not. If it is in one of the following ranges, it is not:
10.0.0.0 - 10.255.255.255
172.16.0.0 - 172.31.255.255
192.168.0.0 - 192.168.255.255
169.254.0.0 -169.254.255.255
If your IP is in one of the above ranges, then you are most likely behind some kind of firewall or NAT device, and will have to find the IP of that device and arrange for it to forward ET connections. If your IP isn’t in that range, then you most likely have a real IP.
If you do have a real IP, but your friend still cannot connect to it, there is likely some kind of firewall stopping it.
