How to be "official forum " ?

Id like to ask how to have “official forum”, if there are procedures to promote just random noob forum as brinkthegameforum.com, to official? I mean, seriously.

ive got google ads for free and i dont know how to manage it yet. but i have strange feelings that i have ad on google! now i must correct my engrish to proper language:)

note: why, do you think, all REALLY official forums, called “Official”, what for, they are, and what/who usually create/inhabit them 1st ?
