Get the server admin to set a referee password. (\refereepassword PASSWORD) This can be done with remote control (\rcon refereepassword PASSWORD)
When this is done ref status is enabled and you will be able to log in as referee by typing \ref PASSWORD
Where PASSWORD is the password the admin has set.
Try typing \ref in the console to get a list of commands or press ESC and then REFEREE.
