if you want dialup users only, and no LPB broadbanders, try
sv_minping 150
sv_maxrate 4500
150 is just a guess for a very nice modem ping btw, a lot of people on broadband will still be able to join though (esp from other countries). The maxrate 4500 should even it up a little since 56k’er be lucky to get over 4000 probably.
not sure what else you could do, to prevent people with good connections, pb_sv_cvar rate IN 2000 4500 might pass the hint and/or kick a few.
making playerlimit small would help them out.

There is no way to optimize for modem users servers side, that can be done on the client side and is the responsibility of the user. You can however restrict high speed connections as mentioned above, or lower the sv_maxrate if your server can’t handle the load.
It is a good idea though to make the servers small, a 56k connection just can’t handle the amount of data a 32 player server requires. There is just too much info going around, so you might want to keep it smaller than 24 players.
And how can clients do that? What should they do to optimize their connections?
not very much unfortunately. If they manage to get a constant 4kps when downloading files they could try increasing rate to 4000, er thats probably about it realistically. Might be able to make some other changes to their OS settings (google for a guide), which probably wont make much difference tbh, and then there’s minor things like trying to make the modem lead go directly into the wallsocket instaed of via a extension lead, checking for noise on the phoneline and getting their telecoms engineer to fix if there is any… TBH real difference (imo) only comes by getting *DSL or cable connection, if that’s not available some countries (like UK) have ISDN widely available.
