This very subject is currently being discussed on UK forums (in fact I proposed it in one instance).
On Fueldump it is proving almost impossible for Axis to lose against a team of the same or lesser ability because the map is biased in Axis favour. Adding 10 seconds to Axis re-spawn would shift the balance of this map, at least so as to make it do-able for Allies. Obviously if Allies are the stronger team anyway, then it’s do-able anyway, but given teams of equal ability Axis win.
There’s a Euro tourney currently underway in which the first week’s map was Fueldump, and some very long games have been played. I refereed 1 game which took 3 hours and ended in a 0 - 0 draw. Other games have been 1 - 0 wins (played over 3 Stopwatch rounds).
So, yes, I’d definately be in favour of increasing the spawn time of the defending team (i.e. Axis for all maps apart from Railgun). A 40 sec re-spawn works well and provides balance on RTCW maps like Beach, Base and Assault (possibly the 3 most popular maps).
