Can someone help me with the laggyness of this game because i get lik 20 fps with
8gb ram i5 4 core 3.2Ghz and intel ® Hd graphics ive tried multiple thing to imporve my fps but nothing works

Intel ® HD Graphics(aka laptop and dedicated graphic card which is always low-tier graphic)

Buy a good graphics card, put it in the slot on your motherboard, plug your monitor in it, install latest graphics drivers for the card, and you can play all kinds of games on that PC.
You can search for videos how to do it, there should be plenty.
If you’re on a laptop and it seems hard, just ask someone competent to do it. If you’re buying the graphics card directly from a hardware store, ask them to do it for you.
For Dirty Bomb, you don’t even need a good/newer graphics card, most gpus with some power are half-asleep in this game. It’s simply cpu-dependant.
But lets say, even some 2010 entry-level-gpu, you can get used for 10 or 20 bucks now, probably is between 5 and 10 times as fast as the build-in gpus.
The world has changed in the last few years and Intel now makes GPUs that actually can be used for some gaming. They handle TF2 easily. Also things like Civ V and XCOM on lowest are playable
2010 entry-level would be something like GeForce 430 or Radeon 5450, which should be about as fast a current Intel GPUs - Ivy Bridge 4000 and newer. Hell, integrated GPUs may even be faster.
(Not talking about Iris Pro because it’s a very niche GPU.)

Nvidia makes good graphics cards
@ludicrousBlast amd graphics cards are as good, but a cheap option for the op would be the 750ti or a bit more expensive the amd 280 (these cards may produce quite some noise and heat though).
nvidia: 750Ti or if you have a little more to spend, 950 or 960.
AMD: R7 260x or for more money R9 270x or R9 380
