to the first point, cheating is cheating. Sure its not an aimbot or some gamebreaking thing, but they should still be punished for not playing by the rules.
second, im aware its supposed to save face in the case of someone taking some ones name, but thats not really a problem.
To make an example, lets say some guy installed an aimbot and made his name (or an alt account named) Ballto.
I, myself, would not be banned, as whatever moderation or admins are around can very clearly see “HEy, there are two balltos, this ballto isnt the cheater this ballto is” and ban the cheating ballto. That is assuming someone took the Ballto name by accident. However, ballto is not a common username, so i doubt that would be the case.
Now your example of “Im going to make an alt account called ballto and blame ballto on the forums to ruin his reputation”
Think seriously about the amount of work that would need to be put into that.
I would have to really, really piss someone off on the forums or play so mlgl33t in game to make them so spiteful of me that they would change their name to Ballto and start hacking on an alt account, and depending on the game also risk an IP ban for all their accounts accessed from their home computer.
They would need to:
-Set up an alt account (easy)
-Find an actual hack (depending on the game, easy to slightly pain in the assish)
-Start hacking enough in games to cause enough uproar for someone to make a forum post.
-Not get banned between step two and three . Remember, I WOULD NOT GET BANNED as whatever mods/admins are in place can see different steam names and account stats. Now maybe the admins might assume im really dumb, but would not just ban an account for having the same name as a hacker.
If they fail step four, they start all over again minus step two. Depending on a few factors, this could mean you need one or in theory dozens of accounts made just to get me called out as a hacker.
-Make a forum post and get enough publicity for it to make a difference. If you make a forum post calling Ballto a hacker, probably only 20-100 people would see it. A decent size, if you forget that dirty bomb has thousands of players, most of whom do not use the forums. Even if everyone on the forums and reddit thought ballto is a hacker, it only counts for a small amount of the playerbase. I havnt even seen anyone from the forums in game ever, except @Xavien since hes on my steam list. Almost nobody would think i was the aimbotting ballto unless they had also met the aimbotting ballto. As of posting this response, even this thread only has 85 views

Most people are stupid, but not childishly so. Almost nobody would even think to do any of this, unless to attempt to make a point as you did, let alone attempt them.
The ONLY people that would EVER have a decent chance because of stupid childish people of something like this happening are mods, community managers, and devs because of people wanting to be “Lololol troll lololol ruining dev names”, which literally anyone with a brain would realize “This isnt the real shoe aimbotting, this is a little twit!”
even though its MEANT to defend innocent people, in the end it just helps guilty people. If for some reason an actual cheater slips through the cracks after 1-10 people report them, the public cant as easily find out who cheaters are to take action
