i know the basic et cmds as it is q3 based engnie like:
/binds
/quid
/kill
and so on
are they cmds that make the game run fast like turn of sky shaders and model shaders
as i have herd this on irc but im not sure if its a ryumer as i want to make a cfg so that i can play with more fps

There are a lot of things you could do to increase fps. Many of these things you can do in-game, for example decreasing all the graphical details. However, some things has to be change in the config. All the basics on tweaking can (of course) be found here:

The tweaking section is for RTCW but most of it applies to ET as well.
you can also type /cvarlist in the console
to see all commands
copy to etmain folder with /condump “nameofthefile”
