Engines can de mines under downed players?
If the medic is near where the fights are going on, and he should be, then an enemy engineer shouldn’t be able to plant a mine under a downed ally.

That’s true, it’s going to be hard to do it unless you kill someone in an alley or by themselves
Medics can revive from a distance, not sure if that is within mine range or not. If it’s like previous SD games there will be a second or two of spawn immunity when you are rezzed so the mine won’t do any harm (this is how it works with Spawn Hosts in ETQW, planting a mine next to one of them does you no good). It’s still a good tactic though even if there is spawn imunity, especially if it covers the mine completely.
To be really sneaky you hide a mine under your own guy and wait for an enemy Operative to come and interrogate him.

Depends on if the mines will be like W:ET ones where they arm when you step on them and go boom when you step off.

I doubt you could do this. But wouldn’t the mine go off in your face as soon as you planted it anyway?
One would think that if you threw a mine right under someone who was prone that they would choose to respawn instead of waiting for the medic. So that would be a stupid idea. Supposedly only operatives can spot mines but I bet dropping a mine in front of the enemy will let their entire team know it’s location and would make dropping that mine useless.
This is speculation on my part. But an educated guess from what I’ve seen of their game design so far.
As far as spotting them, I don’t think they are truely invisble. I think the spotting just makes them unmistakable.
So engies will need to plant them in places out of the open, so under a guy in the open may be the only time you can truely “hide” them.

yeah, I would think they are more like ETQW mines (visible to all, only enemies set them off) verses W:ET mines (visible only to friendlies but with FF on anyone who steps on one sets it off).
Would be nice to see the same prox/trip mine options from ETQW, those two types made for some interesting strats.

Like proximity mines in the quarry ship…it still doesn’t work ya know… 
Yeah, mines. Really one of the things I’m very curious about. Will they be invisible or visible? Can I just throw them down or will I have to arm them? Will they blow up instantly or with a delay? Will they have FF or not? Can I take them out with a gun or only with a nade (think gun is confirmed right?) ? How many can be thrown down at the same time? And will there be different mines?
And most importantly: How much damage will they do and will they have side-effects like knocking down?
Personally I would enjoy it if they were not nearly one hit kills but more support (some damage and/or knockdown) just to control certain areas better.
I definitely don’t expect them to be OHK, but more like the grenades, and they sure will be visible, as one of the devs said in interview that he liked being an engie and playing with mine but you can’t plant it in the open where people could easily see them.
If I set down a mine in front of an objective and an operative steps on it i really do expect him to die. Mines should be OHK since OHK shoud not even be applied to mines. if you step on it and you have a light body type you should die! At least give me that much.
A perfect example of where you need a trip mne instead of a proxy mine, each has it’s place and it would be great to have both. Anyway, it sounds like you are saying there’s a broken mine mechanic here when in this example its the objective mechanic which is screwy.

The gun thing was for C4 or Claymore’s ir whatever the Soldier’s manually detonated bomb thing is.
I think they should by kills, or at least significant damage. Knocking a guy down doesn’t do any good if there’s no one to follow up on it and mines are often used to defend rear areas or provide early warning of guys trying to sneak in the back way.
