I’m just guessing, but mine is clearly the type of no skill things that they try to avoid in the game, like the nade storms. So for the sake of consistency, I really expect them to be no OHK at all. To be more like a grenade when it sets off.

Seriously though, this whole “no kill ordinance” philosophy has my attention. I have no idea how it is going to play out, or where the dust will settle. I do know, however, that I can’t wait to try it all out…extensively. 
I’m usually pretty anti spam, but I really cant see things like mines/satchel/stickybomb not being ohk. These sorts of things are fine, because they are class actions and part of players powerbar.
There are also direct counters to all 3 of those things.
Satchels and stickybombs both require the agressor to be active, they should be more rewarding. Still, how the game seems to be balanced, I think they definitely won’t give OHK.
Mines are different, you plant it somewhere, forget all about it and suddenly, you get a little unexpected XP… that’s the least pleasing way of hurting people for me, and that’s really worse from the victim POV, I expect it to be less deadly than the formers.
Perhaps I’m wrong though.
