hav cheats enable internet server no langame prolly sv_cheats 1 or try do a /sv_cheats 1, /devmap <mapname> that might give you cheats in internet server no langame
if not i’j sure others will know how to cheats enable.

startup the server with +set sv_cheats 1 in the shortcut (in the properties box, after the path to et.exe and after the second quote mark.
