IT IS already. CMM and lobby shuffle use a hidden public elo system, which is based on your last n games (10 IIRC), using K/Dr, score/min and possibly your win/loss ratio. SD mentioned it multiple times in the past.
That said, this implies an important factors which are forgotten by 95% of public server population :
- You have to join the server prior to map selection during the lobby on public servers to make sure it takes into account your pub elo ranking
- The more you stay on a same server with the same players, the more refined the shuffle should become (as your current session will take more place in your public ELO)
The interesting point here is how often players change servers. Currently, I see a significant part of players pretty much changing server after each match, wrecking their own gaming experience, especially if they join a server after the game started.
Why are they changing servers ?
- People with too much level difference, bad balance between each team (but their behaviour is generally contradictory…)
- Bad server conditions
So, in my view, set server improvements aside, segregating newcomers from experienced players is a MUST right now to ensure that most players will stay play consecutive games on a same server, have a more fun experience according to their skill, and needless to say, reduce the harshness.
And give a credit incentive to do so (+n% Credits for each consecutive game played).

I just viewed a new player’s Twitch stream and I am appalled by the way his game was going. His framerate was so unstable, half his death is due to frozen screens and choppy video.
If SD can see what a new player experience feels like, they had better start hiring people who are lateral thinkers.
Give newcomers a 90° FoV, and lower the default graphic settings. Mandatory so they can at least understand more quickly.
