I don’t disable votekicks on my server, but I’ve witnessed enough reasons why someone probably would.
I’ve had evenings where some idiot will call a vote on anyone that kills them (particularly if it’s a “panzer whore” or some other “cheap kill” weapon).
Or a person (generally someone that thinks they’re very good) gets TKed one time (almost always by accident) and immediately calls a vote on the offender, telling everyone they’re a “stupid TKer” and “just hit F1”.
Finally, I’ve seen two people simply get into a pissing match (not for anything that happened in the game), and continually call votekicks against the other.
If I’m on the server and actively watching things, I usually end up kicking the person calling the votes instead. I can’t imagine what goes on when I’m not there, though…
The problem with the vote system is that the plaintiff gets to be the DA, the prosecutor, and a jurist. However, there’s just no better way to do it, other than running an actively-adminned server where there’s a ref on at all times. Personally, I find that very difficult to do.
Generally, people are better than what I’ve described above. It is, of course, the n00bs that tend to abuse the vote system. Actually, it’s blithering idiots that tend to abuse it, where n00bs is a subset thereof.
I do have an idea for a fix: make vote_limit per-client instead of global. Right now you have two options as a server admin:

[li]Set vote_limit low, and let the idiots suck the pool dry so you can’t votekick someone when you really need to.
[/li][li]Set vote_limit high, and let the idiots call votes ad infinitum, to the annoyance of all.

Making the limit per-client would fix both issues.
Another nice one would be a ref command to prevent a person from calling votes. I’ve muted idiots before, only to watch them continually call votes to unmute themselves.
