Does anybody know of a way I can add new maps and create new campaigns using them without having to restart the server? I hate to boot a bunch of people when I make these kind of changes every week or two.

ET rescans for pk3s after every map change–put the new pk3s into place and either wait for the map to change, or change it yourself, and then you should be able to use them normally.
