i buy the game anyway on steam, but a collectors edition i would buy too. brink have a great style to make some gimmiks. lets see, wait and drink tea. 
No need to buy on Steam AND collector’s edition since any hard copy you buy will be linked to your Steam acct anyway

Games like Spore, WoW, and Rock Band all have personalized figurines you can buy.
But we’re talking collectors edition boxsets, people may not settle on a character they’d want until weeks or months later. Besides I expect that sort of stuff is actually costly.
They could receive a voucher or code or whatnot, that is redeemable for a customized figurine. I don’t think it would happen, but it is definitely doable.
If they offered it as a service to all the community, I bet it would make a descent profit. If people are willing to pay for imaginary clothing in the form of DLC, then why not something tangible?

Ever wonder why limited run things cost a fortune to buy, let alone something that is ONE OFF as would be the case here?
I could see the main archetypes being included, but not personalised - unless you want your collectors edition box set to cost you $350+
This would be nice, maybe even SD could sell some copies directly and sign the boxes and stuff etc. Take a little of the profit for the Tapirs, the rest for beers. If they emailed the Steam key I wouldn’t care if the goodies turned up long after the release date.
