Changing Campgaign pk3s without Restarting the Server

Is it possible to change the scripts in a campaign pk3 file and then reload them into the server memory without restarting the server? My server is always full (or close to it) so people get a little unhappy when I restart the server.

Any ideas?

The server restarts every time it loads a new map. I’m not sure if it is complete restart but I think it loads all PK3s again on new map.
