That’s where community/ peoples hosted servers would come in. It’s a big shame they are not planned for any near future.
You build communities around hosted servers, with your own admins. Later on you have different “public” servers that are known for different gaming styles.
In RTCW:ET there were a lot of different ones to choose from, some known for objective teamplay, some known for elite skilled players to test their shooting skills and no objective play at all, some to only trick jump and mess around etc…
It’s completely ok that people only want to mess around. It’s a problem with how the servers work now, that there is only 1 type of public server, you just cannot expect that every game, everyone will play objective. It’s just nature of people.

Well when I play public I dont care about winning most of time because you get the same amount of points, doesnt matter if you win or lose. Always try your best, sometimes you lose sometimes you win.
On public unbalanced teams can be frustrating. When one team is like a wall, preventing the attacker team to get to the first objective from beginning to end.
Only when I play competitive I take it more seriously, although I don’t play it a lot and have no intent to get a higher rank. Still I hate losing in competitive. Call me tryhard 
The amount of people telling me to “calm down” and “it’s just a game” and “i’m having fun” while they are the third Vaseline on the team is too damn high.
