Uninstall the game, delete the game folder, and then reinstall the game and the patches. Make sure that you do not install any third party maps/mods/skins of any type.

Basically you’ve downloaded a bad .pk3 or somehow you obtained a corrupted file.
With everyone and their mother making mods and skinpacks these days, it’s not a rarity to have to do something like this. You could just delete the .pk3’s you downloaded just prior to the problem. If you find the culprit and you are 100percent sure of it, alert the creator.
