I’m going straight engineer on this class I think I’ll switch over to a soldier for my next character.

Yeah we mean the same thing. A flat amount means a lower percentage increase for the heavy. There’s a reason the TF2 medic can heal classes up to the same percentage of their base hp rather than up to a flat amount buffed.
In this case it does mean that a heavy probably benefits more from a metabolism boost than a normal health buff as there’s more health to regenerate.
Well once again, I maybe missing something here, maybe there’s a good reason, but I do think this is inelegant game-design.

For those who are having difficulty as a heavy, I simply suggest you travel with a dedicated medic with actual points in things like adrenaline + pip and/or metabolism .
Heavy Soldier with grenade launcher/AR + Medic is pretty funny.
