How can I set my server up so when I kick someone they can’t connect right back? Like it makes them wait 5 minutes or so before they can connect.

You can’t.
They only need to delete some files and then they can reconnect right away (the only good thing is they lose their XP).

PS: The format for the pb kick command is:

PB_SV_Kick [name or slot #] [minutes] [displayed_reason] | [optional_private_reason]

I dont have PB on my server…its strange how when I (admin) kick someone they can reconnect right back,but if they are vote kicked then they have to wait for about 5 mins.

You have been kicked and temporarily banned from joining this server.

Are you using Etpub then? if you are just use the !ban command with the amount of minutes you want the player to be banned for.
