You pasted the pdf from Splash into a forum?
You should at least correct the typos and known mistakes… like the hijack cvar…
Things like… you say in the first paragraph that you need “two ports” and then you list three ports…
net_serverAllowHijacking is the correct cvar, not net_allowServerHijacking…
You should set up a server before posting a guide on it 
(just teasing!!)

why would anyone need to read the forum about the dedi server if the file is INCLUDED in the dedi files?

My biggest frustration with that document is the different “sample” configs they present. They tell us what the different parameters should be set to, but not what the commands are for the different paramaters are. If you do not use the proper Cvars your server gets thrown to “custom” which can be frustrating. (Explained here)
