I spent who knows how many hours earning credits for cases and stuff so I can try to get a silver or gold card for my Mr Turret Builder.
I finally got a silver one but it randomly gave me a Blishlok which is the most pointless SMG because of the accuracy nerf.
Will I ever be able to put a different gun on the card or is the card a waste of credits/time/efforts and simply junk?
As for now, changes on a loadout card aren’t possible.
It’s best to use the trade up function instead of trying your luck.
I don’t know the chance for a silver card, but I believe it’s 0.4% for a golden one.
By the way, that silver card isn’t completely junk.
You can still use it to trade up a gold card.

Yup.
Silver, Gold and Cobalt are in no way different to bronze, lead and iron loadoutcards, aside form the camo.
So trading up until bronze, and collecting boxes is the best chance to get different weapons and loadout-cards II can think of right now.

Isn’t trade up doing exactly that? I had to trade up several bronze cards where I could buy and choose exactly which weapon I want in order to get the silver where I have no choice other than which merc it is for correct?
Let’s say I want to get a Gold card for my merc of choice. Is there a way to do it knowing which card I can get?
Trade up my friend! I have gotten 4 silvers from trading up lead to iron and iron bronze. 
I’ve only bought I think 3 or 4 cases. Cases drop frequently it seems.

Correct. There is no possibility knowing which loadout card you’ll get.
You only know that the card you are trading up will be for that certain merc.
However, as you already saw you can simply buy a bronze card.
You get to choose the card but it’s bronze.
I don’t get why people are so excited about cards higher than bronze. It’d be one thing if the camos looked really cool or different from one another but usually it’s the same design with a different color scheme that you barely even notice.
I’m just happy they now let you purchase a Bronze card of choice via money or credits. Good move that SD.
