Why shouldn't the Concussion deal damage instead of Flash?

Simple enough question, in exchange for not being able to out right kill someone like you could with the Frag grenade, you disorient them, and weaken them to make it easier to win the fight. Or while they are concussed they take more damage?

Just some thoughts to throw around

They should just split the conc into two grenades; one for flash and one for concussion.

that would be kinda cool and make thunder feel different then just the inverse of fragger (mind you I know they have different aspects)

The concussed could have their dmg reduced for a short time by a percentage instead of flash, that would give it some supportive value. I also feel like the AoE would need to be increased by a little.

after getting concussed they get flashed

now thunder is more OP than ever

It would be “shocking” at least

Yes, should do low damage so the cancer flash effect is gone from the game.
