The main reason for the lack of trading seems to be gripes with registering items to Steam’s inventory system. Since player inventories and items are already stored on Nexon’s servers, it wouldn’t be as difficult to make a trading system based on it compared to transferring everything completely to Steam. With the web-API based UI it shouldn’t be too difficult to make a safe trading system with code readily available from trade-ups and player inventory systems. This would also bypass gripes with Steam like the intrusive Steam Guard system where trades are held hostage for three days unless you give them your personal information. With the fact that trading isn’t at the forefront of feature implementation, it may be possible to simply implement a gifting system to transfer items to another player, from which trading could be done (out of proper trust) until proper trading is made.
Why not make an ingame trading system instead of using Steam's trading?
Probably one of the bigger reasons I would think: There is no profit in it. By using steam trading you can take advantage of the steam market and sell items there. DB & Valve would both get a cut.
Yes, there are complaints about integrating with the steam inventory system, but I personally believe the main reason it hasn’t happened yet is because of other more important priorities.

It wouldn’t make sense for them to do it because not only would it be a rather large development and support effort but it would also not have the economy/monetization that the Steam market offers.

I would like to have steam trading instead of in-game trading. Steam credits would give me more options on what I can do. I can either use the credits to buy elite cases, trinkets, or spend them on other games.
