Seems like in Closed Beta it was rather hugely cooldowned ability which he used when downed, getting up in about 3-4 seconds or so by himself.

I hope for Red-Eye, a lot. But I believe they’re dropping the Phoenix on us. I’m following the theory of “Trailer-Mercs Released Soon” that has been thrown here and there.

It has a 1 minute cooldown but its really fun, what is funny is the fact that the other guy that killed him at one point was another phoenix and didn’t even finish him off.

As ever, that’ll probably depend on the caliber of opponents you face. I’m guessing it’ll be useless in close combat against anyone who’s aware enough, but situationally useful when, for instance, your team won a fight but lost all the medics.

That along with being useful if you are somehow the first to go down in a long range fight and have friends nearby to protect you but no medics.
